[Hackrf-dev] transmitting problem

I generated the signal with my own code & used a rtlsdr dongle to verify
transmission. the graph images were generated with gnuplot.
I can clearly see the recorded data being transmitted with sdr# and the
device device respond ( a Insteon light switch )
when I attempt to transmit my own data the hackrf does not transmit
anything at all not even a blip. I've tried adjusting the gain( including
no gain) & carrier freq
eyeballing the sampled and generated data, they are both same
I've have manually verified both files have the same sample rate, carrier
& deviation. Both are 8bit, signed interpolated IQ data.
typo : the FSK2 deviation is 75000 ( 150k peak to peek ) not 15000.
