But I havent been able to compile this on windows so I cant assist you here unfortunately

Is GNU Radio working now?

No USB light should stay on all the time maybe try plugging your HackRF into difrent USB Port

I spoke a bit too soon, after exiting gnu radio, the green usb light goes off, going back to gnu radio, it will not work, unless I unplug, and plug the usb cable, is this the correct behavior?

Installed gnuradio for windows, however after compiling the FFT screen is void of signal?
