Could you share the hackrf_transfer command that you used?

Could you try to transmit a carrier using hackrf_transfer -c 127 -x 45 -f
<frequency> and see if you receive it with another radio?

There are a number of possible causes for this.  Could you also share the
output of  hackrf_info ?
