[IPAC-List] Justification for internal expertise

I don't have a readily available list per se, but I have been in both roles multiple times and have an insiders view.  Here's a short list of pros and cons for having in-house experts.

Pros of internal assessment expertise:
  - More efficient
  - Less cost
  - You own your assessments
  - Easier access to the experts
  - More flexibility
  - More control
  - More consistency

Cons of internal assessment expertise:
  - Less scalable
  - Less respect from internal clients
  - No "outside expert" glow
  - Harder to stay abreast of new technology
  - Fewer resources
  - Time to develop/hire expertise
  - More likely to get caught up in internal politics
