[IPAC-List] Item Writing Makes the Washington Post

It seems to me that an open-ended question where the candidate supplies
the response takes care of the divergent/convergent issue.
I recently did an item-based in-basket where I had candidate responses
separated from their in-basket and organized into similar responses
(i.e. variants on "notify the captain").
I then sat down with SMEs and had them rate the responses on a scale
from +2 to -2. Then the scores were applied to the candidates who
supplied the response.
I little more work on the back end, but I think worth it.
