We are a large municipality (9,000+ employees) interested in
implementing an electronic individual performance management system

1. is very flexible in terms of overall program design
including - customizable competencies, goals, and tasks; workflow
design; form design;
2. has a robust position management component that provides for
very detailed, individual position descriptions (one per employee) that
reviewed/approved through workflow; and
3. has robust analytical and reporting capabilities.

Anyone know of any such software or hosted services that include the
elements listed above?
