I'll simply add to this a little personal experience. Think about how easy it will be to identify scorable content first. Sometimes one can think a question is a good one and capable of eliciting evidence of a competency or its absence, but what you get back from people is so diffuse that you can't score or rate it with any degree of consistency or conviction. If you don't know what to look for, and the question or instructions provides little guidance to the interviewee on how to deliver that, then you may not end up seeing it. Work backwards from scorability and the conditions that will support that.

A lot of that seems to be covered in the document Ilene referred to. I just figured I'd put it in more common sense terms.
