[IPAC-List] Examples of public sector HR outsourcing?

Our city is going through a review of all depts/functions and are being 
asked for ideas on outsourcing.  Wondering if you've heard of any examples 
of municipalities or local govt agencies that have outsourced HR functions 
(our specific area of interest is in outsourcing recruiting/selection, but 
any examples would be helpful).   We are aware of the Federal TSA hiring 
example; using executive search firms; and we're familiar with the 
companies that will do Police/Fire recruit testing for agencies; but 
beyond that, haven't heard of any.  Any info or research you've done on 
this topic would be helpful, thanks.
