[IPAC-List] Civil Service - you gotta love/hate it

Well, I don't know if it interests the entire IPAC listserv, but it's
not confidential, and I wouldn't provide it if it was.  It's publicly
available information.  Here's the manager's guide:

I thought some folks might find it interesting to see how it works in a
different legal environment.  Especially since we have largely abandoned
top-down, and opted for individual merit in selection these days.  It
places a somewhat different sort of burden on managers.  Like anything
in life, some live up to it, some don't.
