What weight do you give licenses and certifications in your current
selection process?

Our agency employs @300 engineers (civil, electrical, mechanical and
structural).  Historically, we have used written and/or structured  oral
tests (or a combination thereof) to assess candidates.  We're interested in
any information you can share about your selection process for engineers -
entry-level through senior (licensed) professional engineers.
