It seems that interest in police jobs varies greatly from place to place.

In Massachusetts, there are many applicants for every opening, in most 
municipalities.

Has anyone done a study of recruitment success or selection ratios in 
various municipalities?

As to innovative ideas, you might recruit in places where interest in 
police work is high.
