[IPAC-List] Trying to Locate Manuals for PD Background Investigations/Investigators

I am doing research into the procedures used in PD background 
investigations of applicants for the job of police officer.  I would 
like to locate examples of procedural and training manuals for PD 
background investigators (both published or put out by individual PDs). 
Any suggestions on where to look or whom to ask?  Thank you in advance
