[IPAC-List] Seeking Taylor-Russell formulas

In 1939, T-R urged us to focus on utility over validity and provided 
tables to help us do that.  A second set of tables was published in 1971 
(refs below).

I would like to computerize these computations but have not found any 
references that give the formulas or computational approaches used by 
either the 1939 or 1971 article.

Any ideas?
