Dennis –

Are you asking about justifying the need for the number of officers and the roles these officers play at an incident or more generally in terms of officer to non-officer staffing ratios?  The number of officers and the roles they play at an incident are well documented in a variety of training and safety manuals.  Also, FEMA has guidelines, structure, etc. for fire, police, combined larger scale incidents, and more.  For more general information on staffing ratios, span of control is typically covered in most public safety leadership/management books.  There is a relationship between the incident command structure and non-emergency staffing ratios - the upper bound is limited by the command resources required on scene.
