[IPAC-List] When/why did we abandon "blue book" based exams for police officer?

Thanks for pointing out par 5F in the UGESP, Dennis.

That raises a related question:  What is the origin of job analysis 
ratings of "needed on day one"?  (As opposed to, "Quickly learned on the 
job").
