My recollection is that the Merit System Principles apply to state and 
local work that is federally funded.

I found one North Dakota website that says that:

I am seeking a legal citation to support this.

Does anyone have a citation to a law or another website or professional 
publication that says the Merit System Principles apply to state and 
local work that is federally funded?
