[IPAC-List] Seeking cite for Merit System Principles applying to state and local work that is federally funded

Hi Dennis,

Thank you for your email.  I do not know what you are seeing. When I 
open the link I provided it starts out saying:

<< The federal government requires certain state agencies and units of 
local government to operate under a Merit System of Personnel 
Administration because of the federal funds received for programs 
administered (i.e. economic assistance).

I am looking for the legislation or rules that underlie this statement.
