Some scenarios where receiving & analysing DECT transmissions would be
useful, & most likely legal:
1. receiving your own DECT transmissions;
2. debugging a DECT product that you are developing;
3. auditing a corporate DECT installation you are responsible for, say
to confirm that encryption is in use.

As for anything else, consult a local lawyer for advice.
