Correct.  The overall performance vs. frequency curve is very similar
for RX and TX.

The way this is handled in calibrated test equipment is that firmware
adjusts the gain based on configured frequency and based on stored
calibration data.  This compensates for non-flat frequency response, but
it does so at the expense of calibration effort and maximum power at
frequencies at which the hardware performs better.  HackRF One is
uncalibrated test equipment.
