Most likely the OS.

Look in

  /etc/udev/rules.d

and see if there's a file

  53-hackrf.rules

If not, then copy the enclosed file into

  /etc/udev/rules.d

and reboot.

You will need to be working as root.

Alternatively, try it to query it with

  hackrf_info

as root - it should work.

I would recommend NOT working as root - it's too dangerous.

Use the root account only to test to see if the device is there.
