IPMAAC published an excellent monograph on the subject. I can't remember
who the original author was, but it is a well-written, comprehensive
document on the subject.

Subject: [IPAC-List] Development of Training and Experience Evaluations

To help round out our Personnel Analyst I training program, I'm
currently seeking literature--to include journal articles, excerpts from
textbooks and/or IPAC/IPMAAC presentations--on the topic of how to
develop valid training and experience evaluations. I prefer materials
that discuss the development of T&Es which include instruments/methods
that discourage/reduce inflation bias of self-assessments.

I've found much literature on the validity, when and how to use, how to
score, and on the inflation bias related to such measures but less on
how to develop T&Es.

Thank you for your consideration of this matter.
