You may already be aware, but here's a link to the PMF website - which includes information about how students can apply for the PMF program.

https://www.pmf.opm.gov/

The program is part of the government's succession planning program, and helps to identify future leadership.

It's a 2-year program, and includes a developmental assignment (on the basis of the student's interests/career goals) and optional rotations between several different agencies.
