Check out ClicFlic (www.clicflic.com). The scope may be beyond what you want right now (capability to stream video & audio, as well static content), but this would be a good thing if you're looking to enhance your testing capabilities in the future.

ClicFlic was founded by Mike Russiello, one of the original founders of BrainBench. BrainBench's platform allowed for custom content, as well as delivery of their own test content. I was speaking with Mike at SIOP and he is looking to expand the ClicFlic assessment base. It would be worth a conversation. Mike will be straight up with you on whether this is a viable option or not.

Does anyone have any recommendations for very low cost item creation/banking and test distribution/scoring software? The best ones I've found so far are Question Writer 3 and Teaching Templates. Prefer to have the ability to upload and manage via the web.
