[IPAC-List] leadership assessment centers - developmental

If memory serves me correctly, the city of San Diego created a developmental assessment center to provide feedback to current employees interested in managment positions. This was perhaps 10 years ago? I remember at the time being impressed by their process.

Is anyone on the list currently using a leadership assessment center for
developmental purposes? If so, what exercises does it comprise and what
are the competencies being evaluated by each exercise? Was the
assessment center developed in-house or purchased from an outside
vendor? What were the up-front costs and what are the per applicant
costs of conducting the assessment center?
