I'm sorry to report the passing of Dr. Ken Millard (4/25/18 - 4/5/11), 
Alexandria, VA.  Ken was a Division Head in the Personnel Research & 
Development Center (under Dr. Bill Gorham) of the U.S. Civil Service 
Commission (later OPM) from 1971-1983, working in examining and state & 
local government programs (e.g., merit system standards, 
Intergovernmental Personnel Act grants).  Prior to that, Ken was the 
Chief of Exams & Research in the Office of State Merit Systems in the 
U.S. Dept of Health, Education & Welfare.  (Merit System Standards were 
transferred to USCSC in 1971.)  Ken grew up in Red Wing, MN, and earned 
his Ph.D. in counseling psychology from the University of Minnesota.  He 
was a member of APA, SIOP, IPMA, IPMAAC, and PTC/MW.
