[IPAC-List] Validating High School Diplomas and GEDs as a Minimum Qualification

Long story short -

Many years ago, along with Gerald V Barrett, we developed a complex, content
validity based procedure to establish minimum qualifications. We never did
get around to writing up the procedure but have used it many times over the
years. This is a classic content validity approach it involves:

1. Identifying tasks
2. Identifying the KSAs for tasks
3. Identifying where those KSAs are learned
4. Based on reviews of high school and college curricula, syllabi and course
content, identifying whether those ksas are learned and assessed in high
school or college
5. If the linkage can be made that the KSAs underlying the tasks can be
linked to specific course content, then argue that the material is learned
through that education or experience
6. Come to final decisions about minimum required education and experience.

As I said, it is an involved and complex process, especially in terms of
there being so many potential domains of knowledge. And of course that is
not to even mention tradeoffs. The issue of trade offs has been debated many
times in this forum and I am against trade offs. However, our general
procedure involved first trying to set a level that involved education only
without experience, if that was possible.

More recently, I have also used my own adaptation of a method that is based
on a content valid approach, the Uniform Guidelines and a questionnaire
based approach, although it can also be conducted using interviews. In some
ways that system is very similar to:

Buster, M. A., Roth, P. L., & Bobko, P. (2005). A process for content
validation of education and experience-based minimum qualifcations: an
approach resulting in federal court approval. Personnel Psychology, 58,
