Others may find interesting an article in today's NYT
http://tinyurl.com/4xctog2 that describes how diploma fraud has become
a major problem in Iraq. Government jobs are coveted and there are still
laws on the books dating to Hussein's' reign that specify educational
requirements for various positions. However, the destruction of so many
records during the war, coupled with fraud and school officials being
threatened with harm if they don't falsify records, has created major
problems for the government with reports that over 5000 officials,
including minister and MPS, lied about their education. Anyone up for
creating an assessment program for Iraqi civil servants?
