Fascinating.

I know that when candidates have to undergo security checks for
positions
with higher security requirements, it can add substantial time if the
candidate has had the misfortune to have either emigrated from, or
simply studied in, a country where records management is either poor,
suspect, or has undergone significant disruption, as in the Iraq
example.
And of course, if the poor sod has the misfortune to share a name
with someone else who is clearly undesirable, it can take a long time
to be able to tease the two of them apart.

I would surmise that in the absence of official verification of
academic
qualifications and training, you'd want some sort of quick and dirty
knowledge test to substitute. Making and scoring the test wouldn't be
a problem; identifying what ought to be on the test would be.

Others may find interesting an article in today's NYT

become
a major problem in Iraq. Government jobs are coveted and there are
still
laws on the books dating to Hussein's' reign that specify educational
requirements for various positions. However, the destruction of so
many
records during the war, coupled with fraud and school officials being
threatened with harm if they don't falsify records, has created major
problems for the government with reports that over 5000 officials,
including minister and MPS, lied about their education. Anyone up for
creating an assessment program for Iraqi civil servants?
