The only job where we still do this on a regular basis is Police Sgt. Our
in-basket is all hard copy but may contain printed emails for example, in
addition to phone messages, bulletins, reports, etc. In our process the
focus is prioritizing and determining next actions, so they don't
typically have to compose an email, or actually make a phone call, they
just have to say they will. To increase realism, assuming your process
has multiple steps, you can have an in-basket item 'rear it's head again'
in a later phase, such as an oral board, a mock squad briefing, etc.
("Sarge, did you see my request for....?", or "What problems do you
foresee in implementing the new policy described in the in-basket
bulletin?").

[IPAC-List] In-Baskets

I am currently doing some work with a student on in-baskets and we
would like to benefit from your collective expertise.
Does anyone know of any recent articles on in-baskets/e-trays? Most of
what we are coming up with is a bit dated. Is anyone using a commercial
product that is working well? Also, are there any multimedia or
computerized tools out that increase realism or simplify scoring?
Would love to hear from you.
