Greetings,
State of Wisconsin law and rules regarding civil service movements may be found in -
Statutes Chapter 230, (State Employment Relations), see s.230.19 regarding promotion
https://docs.legis.wisconsin.gov/statutes/statutes/230
Administrative Code ER-MRS (Rules of the Administrator, Merit Recruitment and Selection), see Ch. 14 regarding promotion
https://docs.legis.wisconsin.gov/code/toc/er-mrs
Thanks to everyone sharing - interesting to see the similarities and differences in structure.

Dennis:
Here's links to Ohio, Missouri and Oklahoma's civil service rules. The difficulty in finding them is that each state has a slightly different name and administrative structure for the personnel organization. Y'all have fun now.
