[IPAC-List] Changes to/Future of IPAC-List

The IPAC-List will best serve the interests of IPAC if it is left open 
to all participants, rather than making it a members-only list.  An open 
List provides greater expertise and serves as a recruitment tool for new 
IPAC members. The simplicity and speed of the IPAC-List is also plus, 
compared to IPAC-Linkedin.
