Pat,

Since you want to get a feel for how new people may do on the test, if
the test takers' scores might have changed due to the effects of
retaking the test, that would be support for basing your norms on the
first score you have for each test taker.

If the test takers' scores might have changed due to additional training
and experience of the type that new test takers might also get, that
would be support for basing your norms on the last score you have for
each test taker.

What do you think?
