[IPAC-List] Developing Test Norms and the CRA

Given the Civil Rights Act's prohibition on the use of subgroup norms on employee selection tests, to create gender-free norms, should the (one) norm group consist of equal numbers of males and females, or should each group's representation reflect their proportion in the applicant population? Any thoughts or advice from either a legal and/or psychometric standpoint?
