New Jersey was similar to Rene's description when I was there and I
think that still holds.  
 
Within the Civil Service Commission is a Division of Test Development
and Analytics.  That was the Examinations Division way back when.

If I understand you correctly, New York State functions in that manner.
State agencies have their own HR offices. NYS has a separate Department
of Civil Service that provides oversight to those agencies/HR offices,
which includes providing examinations. 
 
I am not sure how the local governments work, but I believe they
combine the two functions. Legally, the local governments (counties,
cities, etc.) can have their own civil service commissions. The State
provides many of them with examination services.

Subject: [IPAC-List] Civil Service apart from HR

 

I am looking for a list of jurisdictions that have Civil Service
Departments that are separated from Human Resources. The City of Dallas
as operated this way for decades and there is now a movement to combine
Civil Service under HR. This is a bad idea for several reasons, but I am
looking for other jurisdictions that function in a similar manner to
give our director some information to give to the city council. Any help
is greatly appreciated.
