[IPAC-List] Seeking ways to determine needed staffing levels

Are there ways to use job analysis to determine required, desirable, or 
adequate staffing levels (as in a police department)?

Or are there other approaches to determining staffing levels (beyond 24 
hour coverage)?

P.S. I wonder why I/O psychologists have not been more involved with 
setting staffing levels.
