[IPAC-List] Measuring "Command Presence"

Has anyone tried to measure "command presence" in a public safety 
promotional exam?  If you have tried, or have heard of others trying 
this, please let me know here or back-channel.

If you have seen a good definition of command presence, please share it 
with us.
