[IPAC-List] When/why did we abandon "blue book" based exams for police officer?

1.  What court cases or other reasons caused the profession to abandon 
"blue book" based entrance exams for police officer and "red book" 
entrance exams for firefighter??

      I recall NAACP v Beecher and Castro v Beecher (for FF and PO, both 
in MA). Is there more than that?


2. Is there reason to think that Blue Book and Red Book exams have less 
adverse impact than tests of general mental ability?
