[IPAC-List] Police Backgraund Removal Standards

Sorry I need a new computer, did not finish:

This question deals with Police Background Removal Standards, especially
more discretionary or subjective ones. Does anyone know of articles,
literature, or even departments that have studied the use of more
subjective standards as compared to highly objective standards. A removal
standard could be subjective in one of two ways:

1. The standard in and of itself is objective, HAS A CREDIT RATING LESS
THAN 500, but the application of the removal standard is discretionary or
dependent upon the decision maker. So, at the discretion of the decision
maker, some applicants are removed for a score less than 500 but others are
not removed.

2. The standard in and of itself is subjective. For example, HAS A CREDIT
RATING LESS THAN 500, would be highly objective. But, HAS A POOR CREDIT
RATING, would be somewhat subjective. Then, IS FINANCIALLY IRRESPONSIBLE,
would be highly subjective.
