This is my summary of replies to the question of WHY look for external
applicants versus internals.  First, thank you to those who replied.
 Second, nutshelling the responses:

1.  Expand applicant pool
2.  Owe to stakeholders and taxpayers; demonstrates commitment; sends a
mesage.
3.  Emphasize merit and open and competitive
4.  Get best person
5.  Diversity
6.  Easier to hire eternal than prepare internal person
7.  Find someone who has done similar desired activities elsewhere; new
knowledge
8.  Signal that jobs are open and economy improving
