[IPAC-List] Appeal process for "not qualified" applicants

A couple questions about applicant appeals. For your first level
screening performed by HR (usually for minimum qualifications), and not
involving a written examination, wondering if your agency 1) has a formal
"appeal" period where applicants can contest the screening, and 2) whether
you put that appeal process in writing to applicants and when/how do you
notify them of the appeal process (assuming you send something). Thanks.
