[IPAC-List] Law enforcement internal disciplinary process survey

The Metropolitan Police Department of Washington, D.C. is seeking feedback from other law enforcement agencies regarding best-practices as they relate to the disciplinary review processes.  Please take a few moments to answer the questions listed below.


1.      Is your jurisdiction located in a right to work state?

2.      Do members facing dismissal/termination appear before a panel/tribunal?

a.       If so, do the members of the panel/tribunal rotate or are they permanent?

b.      How are the panel/tribunal members selected?

c.       Are the decisions of the panel/tribunal binding?

                                                                                                  i.      If the decisions of the panel are not binding, please share the reasoning behind why, they are not binding.

3.      If a panel/tribunal system is not utilized, how does your agency handle serious cases of misconduct?

4.      Please outline the staffing structure (sworn and civilian) in your disciplinary division.

5.      If you have civilian members working with your panels/tribunals, what are their roles, functions and approximate salary or grade levels?

6.      If permitted, please share any policies related to your agency's disciplinary process.
